*Many of the environmental impacts of development activities are not immediately evident in all its dimensions, and that we have mastered some methods for determining these effects, and that when the picture is completed, the damage has actually occurred, and the chances of remedying it have greatly diminished, while the cost of preventing it is prohibitive.

*Environmental impact assessment is considered an effective way to assist decision-makers, as the process of review and auditing takes place and the elements of the environment are introduced and their participation in decision-making up to sustainable development (which means achieving rates of development in the available resources beyond the rates of population growth and leading to the provision of special needs for future generations of These resources (Ahmed Farghaly Hassan, 2007, p. 65), for the environmental strategy based on the good performance of plans, programs and policies

*First: the environmental assessment.

The environmental assessment is a continuous process of monitoring, analysis, and evaluation of the environmental situation in the study area. (Mother of Landy, 1980) was defined as environmental assessment: as any change that occurs to environmental conditions, whether the change is in favor of or against the environment, and the evaluation includes two main elements: The quantum element and the importance element, and the decision on conducting the assessment is made by the official authorities in accordance with generally accepted environmental policies and standards (environmental standards) M. Landy (1980).

*As for the environmental impact: It is any impact on the natural and human environment, including on human health, plants and animals, biological diversity, soil, climate, air, landscapes, natural sites, physical assets, cultural heritage, and the interaction between these factors. (The Environmental Impact Assessment Agreement in a transboundary framework, Espoo, Finland. February 25 (1991)

Therefore, the environmental impact assessment means: determining the positive and negative effects, that is, the determination of the natural and human environmental impacts resulting from the ecosystem and working to maximize the positive effects and avoid the negative effects to the minimum possible, and determine the impact of the natural and human environment on the ecosystem. (M.Looijen, 2004, pp15-16)

 * Objectives of the environmental assessment:

The objectives of the environmental assessment aim to reduce the negative impacts, by finding ways and means to avoid and reduce these negative impacts, and this is related to good environmental management (Riad Hamed Youssef, 2006).

The purpose of the environmental impact assessment is to ensure the protection and preservation of the environment and natural resources, including aspects related to human health from the effects of development that lose control over them, including the process of improving the scientific environmental quality with the importance of protecting the environment and the need to preserve it without deterioration or depletion to remain always able to support Life. (The official website of the Egyptian Ministry of State for Environmental Affairs (www.eeaa.gov.eg

(A) The objectives of the environmental impact assessment are as follows:

(1) Reducing environmental pollution.

(2) Achieving a balance between environment and development.

(3) Increasing national income and output.

(4) Reducing the cost of medical treatment and healthcare.

(5) Raise the efficiency of human resources.

(6) Preserving the elements of biological diversity (plants, birds, animals, ... etc.).

(7) Urging companies to adhere to local and international environmental standards.

(8) Encouraging factories to recycle solid waste.

(9) Increasing the environmental awareness among community members (Farghaly, A, 2005, pp. 12)
